Only principal interest rate is increased. Principal interest rate is singular entity.
Deduct C and E.

B option lacks noun (the doer of the verb) eliminate B

The possessive noun is required to show noun increased it's own interest rate.
In D "IT" represent other entity.

Therefore, A is the best answer choice..

None of these are right. "Which" is a noun modifier, but there's no noun for "which" to correctly modify. We'd need to modify the increased rate, which isn't directly mentioned, or rewrite the sentence. For instance, we could say "an action that is expected to . . . "
