IMO answer is B:
The quickest way to eliminate the incorrect options is to check for the subject +Comma agreement, that is, the modifier which begins the sentence should agree with the correct subject after the comma.
Quickly ask: Who was/is/are misinformed?
A. severe psychological and physical damage, or even death, can be suffered by teenagers who become helpless addicts
Incorrect subject after comma, the severe psychological damage cannot be misinformed, has to be the teenagers
Eliminate A
B. teenagers who become helpless addicts can suffer severe psychological and physical damage or even death
Correct subject after the beginning modifier. Tenses seem parallel. Keep B for the time being.
C. severe psychological and physical damage, sometimes even death, can be suffered by teenagers who become helpless addicts
Again, incorrect subject being modified after comma, same as A.
Eliminate C
D. teenagers, who are helpless addicts, can suffer severe psychological and physical damage or even death
The subject is correct here after the comma which is being modified
The problem is with when you focus on "Misinformed about the true nature of illegal substances, teenagers, who are hapless addicts".
This seems to imply that all teenagers are hapless addicts, which is not correct, we are talking about a specific set/subset of teenagers who are affected by addiction and its consequences.
Eliminate D
E. severe psychological damage, physical damage, or even death can be suffered by teenagers who become helpless addicts
Incorrect subject being modified, same as A, eliminate E.
Hence arriving at the correct option at B
