The real hustle is between A and D here.
A) uses past perfect tense. for a past perfect tense we are looking for a chain of events in the past - we do have 2 events here 'restricted' and 'had been permitted'. But closer inspection will show that this combination/order does not make logical sense here. what was permitted could not have been retroactively changed by 'restricted'. it's almost like saying I cut the pie that was eaten
B)had been releasing would mean not releasing any longer - incorrect
C) can't use 'restricts' for a past event; the effluent amount rather than the amount effluent is clumsy. what 'had been permitted' again can't be retroactively changed
D) is clean and is free from errors. does not have the shortcomings of A. is OA
E) unnecessary use of passive voice does not even deserve more attention. Incorrect
