My answer is (D). It took me 41 seconds.
(A) The use of "having + past participle" is inappropriate here. It indicates that, after managing to account for only 13%, Megalopolis Middle School then dominate the student government.
(B) Megalopolis Middle School students are together with 13% of the student body? It does not make sense.
I know that such usage is rather common even in reputable articles. But GMAT is more strict / literal.
(C) The use of "having + past participle" is inappropriate here.
What's more, the use of "be" is wrong. Megalopolis Middle School students cannot be 13%.
(D) Simple, plain, and unadorned, this version is a winner.
(E) "As" is used as a preposition here. It basically means that Megalopolis Middle School students serve in the capacity of "only 13 percent". It is nonsensical.
