OFFICIAL EXPLANATION
First analyze the sentence and figure out which verb tenses you need. The first verb “fixed” refers to an action that was completed in the past (the act took place in 1869). Such a situation calls for the simple past tense, which means choices C, D, and E should all be eliminated. The second verb “has stayed” refers to an action that started in the past and continues up to the present. That means you need to use the present perfect tense.
