My answer is (B). It took me 01:57.

(A) Not a complete sentence because there is no main verb in the supposedly main clause: "many of them moving abroad..."

(B) No obvious error. Keep.

(C) Focus on "so many have moved abroad and these descendants are expecting a large inheritance."
(1) In coordinating sentence, we expect IC1 + Comma + FANBOYS + IC2. There is no comma here.
(2) Why should the author sound omniscient to claim that those people have moved and are expecting?

(D) The fatal error is the use of past perfect sense in "many of them had moved abroad". For one ,there is no event in the simple past tense. For another, how come many of them moved abroad even before the revision was made?
In addition, "written by Senator Johnston" can modify either "the revisions" or ”the estate tax code". Ambiguity should be avoided.

(E) Again, the use of past perfect sense ("Senator Johnston had revised the estate tax code") without a simple past tense elsewhere in the sentence.
Also, What "allows grandchildren living outside the United States for claiming special exemptions"? The answer should be "the revision to the estate tax code" rather than "the estate tax code". But "which" in "which allows ..." can refers only to "the estate tax code".
Similar issue exists with "which" in "which causes them to move abroad".
Last but not least, (E) is not a complete sentence.

THe verb tense is perfect with the timeline , something that has happened in the past is continuing to the present right use of 'have' , the meaning is perfect therefore let us hang on to it

C) Grandchildren living outside the United States can claim special exemptions, according to Senator Johnston's revisions to the estate tax code, and so many have moved abroad and these descendants are expecting
'these descendants ' is unnecessary usage since the refernce is perfectly portrayed in the sentence above along with that there is no real need to change the tense of the sentence from persent perfect to present therefore out

This gives us a meaning the estate tax code was not amended by Senator Jhonson ,rather just written clearly not the intended meaning therefore out
