I believe the answer should be E.
reparations = compensation, therefore compensation of Holocaust survivors and compensation from Holocaust survivors are both nonsensical. Eliminate A and B.
Collection of compensation for Holocaust survivors from "among" the German government unnecessarily introduces the word "among". We'd be just fine dropping off this word, maybe even better off. Eliminate C.
Between D and E
• as much as vs. more than
• in 16 years vs. over 16 years
Both these decision points tip in favor of E, making it a much more elegant option.

The use of "reparations of" (in A) or "reparations from" (in B) is not only uncommon but also nonsensical.
(CDE) all uses "reparations for" even though "reparations to" is better suited.
In (C), "from among the German government" should be simply "from the German government".
In (D), "a group which included" should be "a group that included".
