My answer is (D). It took me 01:08.

(A) "Be superior / inferior to" is the correct idiom. "than" is used in this option.

(B) There are two issues with "most unique".
(1) It fails to be parallel with "exceptional".
(2) In traditional view, "unique" is an absolute term. So it is always wrong to use "more / most unique". Read more at https://ahdictionary.com/word/search.html?q=unique

(C) See (A)

(E) SVA issue. Subject is "capital" (Singular).

Hi, gandalfthegreat, you are right.
In "capital allocation decisions", "capital allocation" modifies "decisions".
"capital allocation" is a noun. One noun can modify another noun. For example: language schools, police dogs, GMAT scores.
