I think its D.
1) Eliminated A and B for the ending of the options, i.e, " The author"
2) Eliminated C because there is no proper Subject- verb
3) Eliminated E, Because when will modify the year given before it.
Even though in D, the commas aren't placed correct but I just preferred it best amongst the others.
