Actually I do not totally agree with you.
I think that the mistake in option B is not the verb ''were'' that is correct. The mistake relies in —each of them Joe Kennedy's sons— This is a very important info, necessary to fully understand the meaning of the sentence, hence it should not be within --.

The correct option is C but the mistake in option B is not the verb
