In option C, don't we have a comma splice error?
How is C better than A, IK A has whom error butt C also has a comma splice error, In C we are joining two independent clauses:
1) Ronal was a prominent movie actor.
2) he went on to become governor of cali

C isn't better than A! They are both incorrect. And yes, it is a run-on sentence.

D also has that error, right? So how to choose!

No, D does not have that error. Where do you think you see a comma splice/run on in D?

A. indirect N "election", correct but awkward expression "his election to the presidency"
B. not agree in tense: Before becoming - simple tense; was, starred, went - past tense
C. 2 independent clause and a comma without FANBOYS, should add (;) or FANBOYS for linking
D. Before he was elected president of the United States, Ronald Reagan was a prominent movie actor who starred in Bedtime for Bonzo and went on to become governor of California.
mdf checked, meaning checked, past tense checked (was elected, was, starred, went) parallelism checked (starred // went), find no mistake at all
E. wrong mdf "starring"
