Using the elimination method:
B. what does "its" refer to? There is no object around it. Pronoun error
C. celebrated regarding his - idiomatic error
D. "Accepting and celebrating" should be followed by a present perfect in the second clause. Also, meaning wise it doesn't make sense to say "accepting and celebrating his ...., this guy himself sort...." Who accepted and celebrated him? Unclear.
E. Same error as C.

We are left with A.

Correctly modifies composer Hans Werner Henze

B. Celebrated for its acceptance of artists and radicals - wrong
'its' can't be used to refer a person. So 'its' can't refer to composer Hans Werner Henze

C. Having been celebrated the most regarding his prodigious output of theater music - wrong
'Having been' changes the meaning, 'Having been celebrated' gives a meaning that the composer was no longer celebrated

D. Accepting and celebrating him as an artist - wrong
In the original sentence the modifier contains the reason why the composer is celebrated. In this option that 'reason' is missing. Also the composer cannot accept and celebrate himself. 'him' cannot refer to the composer

E. He had been most celebrated regarding his prodigious output of theater music - wrong
'had' is normally used when referring to an earlier of the two past events. This option is not the correct modifier modifying the composer.
