My answer is (A). It took me 01:50.
Five options should exhibit some differences / split at the beginning and at the end. For this reason, "only some people" and "to improved public and private services." should not be underlined.
(A) "from X, from Y as well as from Z" are at least parallel.
"as well as" is not a synonym for "and". This sentence should better use "and".
(B) “From X, Y, and from Z" are not parallel.
(C) "From X, from Y and Z" are not parallel.
For an alternative interpretation, "Y and Z" can be considered as one unit to be parallel with "X". But, in this case, "and" should be added: "From X and from Y and Z".
(D) "from X, Y and from Z" are not parallel.
(E) "from X, Y as well as from Z" are not parallel. Prefer "and" to "as well as".

Apparently "Y" in choice E is not a part of the list. Its a modifier modifying X. The list is X and Z
