the is missing in Option A

A. A large group of monarch butterflies migrates from the eastern United States to Mexico each winter - IMO Correct option

B. Monarch butterflies in a large group that migrates from the eastern United States to Mexico each winter - Incomplete sentence

C. A large group of monarch butterflies that migrate from the eastern United States to Mexico each winter - Group is singular so verb migrate should be migrates

D. A large group of monarch butterflies that migrates from the eastern United States to Mexico each winter - Incomplete sentence

E. Each winter from the eastern United States to Mexico a large group of monarch butterflies migrates - not making sense

Can anyone explain why is E wrong?
E - Each winter from the eastern United States to Mexico a large group of monarch butterflies migrates

The actual meaning is to describe butterflies migrates from the eastern US to Mexico. However, answer E changed the meaning to "winter from the eastern US to Mexico". Hopefully, it makes sense.

E violates the way we typically order sentences in English. First, we try not to "stack" modifiers if we can avoid doing so. If a sentence starts with "Each winter," we should then start the clause that this modifier applies to. We want the subject ("a large group"), not another modifier. Second, we try to bring modifiers close to the part they are modifying. Since "from the US to Mexico" modifies the verb "migrates," it makes much more sense to put the modifier after the verb.
