We need the modifier and then the subject
B is clear and straight and we do have the fund and NLT the funding or the announcement
Moreover, a hint to narrow the choices is that we must have to discourage as correct form
So C and E are OFF is 2 seconds
of the remaining ONLY B has the fund at the center of everything

Hi carcass,
Thank you for the explanation.
However, between A and B, I would argue that what can really repack the schemes is the announcement. Money is only a means of implementing it.
Could you please explain where am I going wrong?
