when we say most while comparing more that two things - we as such are selecting one of them. So by saying one of the most fundamental techniques is redundant - So option A and D are out.

(C) fundamental techniques of surviving in the harsh environs of a desert is to drink as much water as you can - the usage of preposition 'of' seems incorrect - "One of the fundamental techniques of surviving in the harsh environs of a desert"
