Could you please explain why (E) is incorrect? Why do we need "who"

A

The second half of this sentence contains a correctly constructed parallel list. The private investor took and established, both verbs in the simple past. In choices B and D, the construction is less than parallel. In addition, several choices also use the unidiomatic established … for as opposed to established … to. In choice E, the construction is parallel, but it now seems to modify the owner and founder rather than Markham. The best answer is A.
