Therefore, use of such is correct.
Now after looking at C and D

between so and as, there can not be a noun. so, choice B is wrong. choice c is correct.

if we change choice b into
fee so extraordinary as they are today
this version is correct.
am i correct?

Never before in the history of music have musical superstars been able to command so extraordinary fees of the kind they do today.

1. Modifier error
"so" is incorrect as it modifiers the noun, extraordinary fees. "Such" is proper to use to modify the noun.

2. Wordiness
"of the kind" is no meaning in the text, therefore can be eliminated. In other words, the meaning is not changed even if it is eliminated.

With this pre-thinking, we can eliminate easily A, B, E.

(C) such extraordinary fees as they do today
IMO: correct. all errors pointed out during pre-thinking analysis are fixed.

Official Explanation :

The correct form of expression will include the phrase such extraordinary fees as. In choice A, B, and E, so in place of such produces the ungrammatical phrase so. . .fees where such. . .fees is required.

Also, do is needed to complete the verb command: are in choice B and have in D produce the ungrammatical verb forms are command and have command. Finally, as, not of the kind, correctly completes the construction begun by such.

Choice C is the best answer.

do not bother to much about difference between Such and So.
There several ways how to tackle.

1st is idiom usage.
So X As Y is wrong
So X As to Y is correct
Such X As Y is correct
+ So followed by Adjective because So intensify the Adj.
For instance, Often major economic shifts are so gradual as to be indistinguishable

2nd is substitution.
Do verb can substitute for the action verbs.

.... musical superstars been able to command .... such extraordinary fees as they do [command] today
