Between needed by workers and workers needed GMAT prefer the easiest and simplest one ! Here it is workers needed !

the answer C is clearly wrong because of the use of the gerund.

The answer is either D or E.

Here, answer E is wordy, and for their producing of is wrong

Therefore answer is D !
