I found B to be the right answer.
If the rich use the same drugs, but also get tutoring and lessons, this might make the use of these drugs by the poor irrelevant.

I originally picked B for this question, but I’m starting to believe A may be the correct answer.

Focusing on the “position” of the author:

Author’s Conclusion: despite some negative effects to mind enhancing drugs, there are many societal benefits from use of the “mind drugs”.

If the long term negative effects that result from use of the drugs outweighs the benefits of a higher exam score, it would be tough for the author to claim that there is a “societal benefit” to using these drugs. Society would end up with a net loss.

However, if the costs did not outweigh the benefits, then society would have a net positive.

Even if we evaluate the info in B and find that rich students also use these drugs, there still may or may not be a “societal benefit” to having the poorer kids using the mind enhancing drugs. After all, the poorer kids could still be in a better position after using the drugs whether or not the rich students used them also.

Also, in B, it seems like we are evaluating a fact that the author uses to form her position. A seems to cut more to the conclusion made and a “Yes/No” answer to the question affects the conclusion more effectively.

Again, I picked B at first too....

I don't see how it is A.

The argument is: no reason to categorically avoid mind-enhancing drugs as it allows better results

Answer yes and no to (C) would offer why you should and shouldn't avoid the drug.
