I went with C because it seemed that the goals of the committee were to improve the health and not the business-model of the market. I was b/t C and D but choose C because it seemed more aligned with the goals of the committee.

I think that C is wrong because other towns implement this ban but don't have any results thus far, so we can infer nothing from this analogy.

E is out of scope because Non-organic products and Non-organic foods are entirely different things. While the committee wants to ban non-organic fruits and vegetables.

Read the first sentence again:

In an effort to promote the widespread consumption of organic fruits and vegetables and reduce as much as possible the consumption of non-organic foods
---- The the goal of the committee is "promote organic fruits n veg and reduce consumption of non-organic foods"

given the harmful effects believed to be inherent in them,
---- The reason the goal was set

the executive committee of the downtown vegetable market has decided to ban the sale of all non-organic fruits and vegetables at the market.
---- The action to achieve the goal

Which of the following, if true, indicates that the ban on the sale of non-organic fruits and vegetables is ill-suited to the executive committee's goals?

The question asks for something that is ill suited to the goals; something that will hinder the promotion of widespread consumption of organic fruits and vegs or will not let the consumption of inorganic foods reduce.

(C) says that benefits have not been witnessed yet. It doesn't hinder the goal. It questions your premise for setting up the goal. Also, "not been witnessed yet" is not the same as "saw no benefits".

(D) correctly points out that if the market stop stocking inorganic stuff, people will stop visiting it and will go to markets offering inorganic stuff. So the action will not be able to achieve the goal of promoting organics and reducing consumption of inorganic food.

(E) Non food products are out of scope.

Answer (D)

ok, so we need to weaken the argument by providing new evidence which would suggest that the executive committee's plan is not a good one.
what if 80% of the sales are of non-organic fruits and vegetables? what if people buy non-organic because of the low prices? if these products are no longer sold by the market, would people continue to buy from that market? if not, then the plan is flawed.

A) Studies have shown that there exist non-organic alternatives that do not have the harmful effects traditionally attributed to non-organic foods; however, the executive committee of the market does not accept such findings.
irrelevant.

B) The fruit and vegetable market of a neighboring town plans to implement a similar ban on the sale of all non-organic foods.
this is a non-weakener. has no influence on the conclusion.

C) After other towns implemented similar bans on the sale of non-organic foods, the benefits in the health of the town population have yet to be witnessed.
so benefits are yet to be witnessed. no guarantees that the organic food is beneficial. however, our main task is to say that the ban is bad for the company. since this one doesn't suggest that the plan is not good, this choice is incorrect.

D) Most shoppers at the downtown vegetable market are more cost-conscious than health-conscious, and since organic foods tend to cost more than their non-organic alternatives, shoppers are likely to stop frequenting the market.
aha, so shoppers buy because of the low-priced products and they would stop frequenting the market if such products are not sold. this would affect the market's sales, and thus, the decision is a bad one.

E) Non-organic products that are not considered to be food will still be allowed to be sold at the downtown vegetable market.
irrelevant.
