In option e, if there will be few breeding lobster, then population of lobsters will not decrease as breeding lobsters will give birth to young ones in near future..

so why option e is incorrect?

The question is why no decrease has been observed in the number of lobsters (in recent past and present). The question has no link to whether lobster numbers will be decreased (in future). Hence option E is irrelevant.

(Note: Though this is not relevant to answering the question, I would point out the flaw in your statement; Few breeding lobster would give birth to few lobsters, implying that a crash in lobster number is eminent.)

Official Explanation

Answer B provides an explanation—the food in lobster traps leading to a higher survival rate among young lobsters—for the apparent anomaly that the lobster harvest can increase every year without decreasing the total population of lobsters.
