I think it is D. C may not be correct because nothing is mentioned about tax system anywhere else except Rayleigh Harbor in the passage. For must be true question we can not bring bring any additional information out side the passage and whatever mentioned in the passage is true.

Please correct me if I am wrong.

A resident of Rayleigh Harbor does not pay property tax anywhere else, and Mr.Loren is a resident of Rayleigh Harbor doesn't this clearly mean that Mr. Loren does not pay property tax anywhere else.

can't be true as it is given that none who owns a house in rayleigh harbor of the residents of Rayleigh Harbor pay any local property taxes anywhere else. May be is paying tax in Rayleigh Harbor. wrong

Same as A. Anywhere= anywhere else + rayleigh Harbor. We don't know about Rayleigh harbor. wrong
C) If Mr. Loren is over 70 years of age, he pays no local property taxes anywhere.
This has to be true, if we assume that owing a house in Rayleigh harbor= Resident of Rayleigh Harbor. But we don't know whether owing a house in Rayleigh Harbor is same as being a resident of Rayleigh harbor. So it may be true but not most be true. Hence wrong.
D) If Mr. Loren is over 70 years of age, he pays no local property taxes in Rayleigh Harbor but perhaps he does elsewhere).
But perhaps he does elsewhere is wrong, as it is given that Mr Frank Loren owns a house in Rayleigh Harbor so he does not pay tax anywhere else. Wrong.

Owning a house at a place is not the same as being resident of that place. Failed to see this point.

I got this question wrong, but this seems to be fairly simple question in the hindsight as all the ACs assume 'Owning a house = Resident' which may not be the case. Hence, should be straight E.

I don't get why D is wrong. He owns an house, but he could be a non resident. Hence, he is not in the group of residents of Rayleigh Harbor(that do not pay property taxes). Since it is >70yo he doesn't pay taxes in Rayleigh, but if he owned an house in another state he could be paying taxes.

---Edit: Got it! since text stated "Rayleigh Harbor exempts RESIDENTS from local property taxes on their homes if they are over 70 years" We don't know if Frank is a resident or not. He could be paying taxes in Rayleigh Harbor or even outside.

We do not have clear information about whether Mr Loren is a resident of RH, for all we know is he owns a house in RH. So if he is resident of some other town, he may have to pay taxes as per the town's policy. So Mr. Loren's age doesn't play any role here, as we can't surely say that he is resident of R.H.
