Hi Rollroll, I will try to answer your question.

I think you assumed the following when picking answer D: If the discretion required to hire the accountant was higher than that one required to hire the speaker, then it was fine to hire the speaker because the accountant already got hired before. The problem with this reasoning is that we don't know whether discretion is the crucial criterium for hiring an external person.

In contrast to that, E states that the former club president acted appropriately when hiring the accountan without asking for permission. In the statement it is given that the current president acted appropriately. Hence, appropriateness is definitely a criterium by which we can judge his decision. The argument is based on the fact that the former president did the same thing as the previous president. If we negate answer E we get "the previous president didn't act appropriately in hiring the accountant without consulting with the other members". This would break our conclusion and hence E is the correct choice.
