Not sure how option C is the OA.
The argument reflects how orthopedic surgeons prescribe for follow up x-rays just out of fear even if they have correctly diagnosed the stability of fracture. Further the argument concludes saying that in such stable cases a follow up x-ray is a waste of money. Any option that strengthens this fact should be correct.
A. X-rays of patients of several orthopedic surgeons working in numerous hospitals were reviewed.
The argument cites the fact that a number of follow up x-rays were reviewed and all were found out to be stable. However this fact doesn't explain if the orthopedic surgeon was skilled enough or if the collected data included wide representation of orthopedic surgeons. This option correctly adds up the point that the data collected came from many orthopedics working at different hospitals and thus shows that it was sufficiently representative of such cases.
B. General practitioners are less likely than orthopedic surgeons to judge the stability of a femur fracture correctly.
General practitioners are out of the scope of the argument and so is this option.
C. X-Rays of many femur injuries for which an initial x-ray is ordered, reveal no signs of any fracture of the femur.
It is but natural that not in all cases of femur injuries there will be a fracture, however this argument is concerned with only those cases of femur injuries that are suspected of having fractures.
D. Healing of femur fractures that have been surgically repaired is always assessed by means of a follow-up x-ray.
Argument is not concerned with cases of femur injuries that are surgically repaired.
E. Orthopedic surgeons routinely order follow-up x-rays for fractures of bone other than femur bones.
The argument is concerned only with x-rays of femur bones. What doctors are ordering for other bones is out of scope of the argument.

The argument is that ordering follow-up x-rays of femur fractures initially judged to be stable is a drain on financial resources.
Option C correctly shows that X-rays are ordered even when there is no fracture as seen from the reports. Thus it strengthen the argument that it is a drain on financial resources.
The incorrect options:
A - Not linked to the argument. The argument is about whether the X-ray is needed or not. It is not about the credibility of the hospital doing it.
B - Not relevant. There is nothing said about general practitioners.
D - Not relevant. The paragraph has no mention of surgical procedures.
E - The argument is about x-rays of femur fractures. Hence x-rays of other bones is out of context.
