First,choice B and C can be eliminated because rural households has nothing to do with professional laundries.
choice D is also out cause we are not comparing new machines to old machines.
choice E is out cause we are comparing rural houses before and after 1925.Not the urban to rural after 1925.
Only A remains that says that People with access to an electric washing machine typically wore their clothes many fewer times before washing them than they used to wear before 1925.So they washed the same clothes more times during an week or month after 1925 than they had done previously.

A. Explains why rural households too had increased average time for washing clothes. Urban households were sending their clothes to professional cleaners but rural households, even if they were not sending it to professionals for cleaning, had started wearing their clothes fewer times than they did previously and hence the result was increase in average time.
B. Likely, not certainly. Hence cannot assume anything here.
C. Owned more clothes cannot be related to washed more clothes, or spent more time washing clothes with certainty. Also, the paradox is why the washing time increased in rural households with no access to professional services. This information presented does not help.
D. Out of scope.
E. We need to know about rural to rural changes that prompted increased washing time, not urban to rural. Irrelevant.
