The director of a daycare center, in an effort to deter parents from picking up their children late, announced that all parents will have to pay a $3 fee per child every time they pick up their children late. Contrary to the director's expectations, in the month after the new policy was announced the number of parents picking up their children late doubled.
Which of the following provides the best explanation for the apparently puzzling results described above?

A. Paying a fee makes many parents feel less guilty about being late.
B. Fewer parents would pick up their children late if the fee were $100 per infraction.
C. Many parents find it difficult to reach the daycare center on time because of the high level of traffic in the area.
D. Most parents feel that the daycare center fees are so high already that they should not have to pay an additional fee for being late.
E. Parents who are late must pay the fee in cash before they can pick up their children.

using POE will go for A

A. Paying a fee makes many parents feel less guilty about being late.

B. Fewer parents would pick up their children late if the fee were $100 per infraction. Irrelevant

C. Many parents find it difficult to reach the daycare center on time because of the high level of traffic in the area. Irrelevant

D. Most parents feel that the daycare center fees are so high already that they should not have to pay an additional fee for being late. Irrelevant

E. Parents who are late must pay the fee in cash before they can pick up their children. Irrelevant

B, C, D, and E are Irrelevant.

Only A gives us the reason.

Have to answer or bridge the gap between the two events.

Event A - New fee to deter being late
Event B - Twice the parents are late.

Option A is the only logical choice that makes sense.
