This statement supports the argument to build the plant inside the city since the city already owns some land inside the city. INCORRECT
(B) Regardless of the site location, most of the jobs created by the plant’s construction will go to residents of the city.
The authors main argument is that the jobs will go to the residents if the plant is constructed inside the city. The above statements weakens author argument by saying irrespective of its location, the jobs will go to the residents.
(C) A municipal plant like the water treatment plant will pay no taxes to city government regardless of its location.
The author argues that the construction of plant inside the city would provide more economic benefits in the form of jobs. The plant paying taxes to the city doesn't affect the authors argument that the plant will bring more jobs. INCORRECT

Option B says, location doesn't matter. Job will go to local residents. Means plant location is not necessary condition for job creation.
