Why not D?

Suppose number of members of progressive party= 100 and each member against the bill
number of city council seats= 100 and each city council member is also against the appropriation.

This would mean , there is only Progressive Part in the city council. This assumption is incorrect and cannot be possible

Quote:

A says progress party holds majority seats on city council.
means more than 50 members of progress party were also member of city council.
now total members of progress party and city council may be more than 150.

If there are more than 150 members in the city council, then , according to option A, the members of progressive party also should also be atleast 75. If they are atleast 75 and all of them vote against it. The bill won't be passed

Which of the following statements, if true, would provide sufficient information to tell whether or not the bridge appropriation bill passed?

D is wrong because DOES NOT tell us if the party has the majority of the seats in the city council It tells us that 3/4 of the votes were from the member of the party BUT if the party is the MINORITY in the city council (let say 32 members then we do have 24 votes.

Instead, A tells us

(A) The Progress party holds a majority of seats on the city council.

From this, we do not and consequently might evaluate if the bill passed or not and on which ground. why ?? Because we do know we have to have the simple majority AND the party hold the majority of the seats in the council.

What of if there are three parties and the first has 100 second has 99 and third has 98 will A still be sufficient ? Because here the first one has majority of votes but we knowing that isn’t sufficient right

A majority is > 50%. If you're the top party with ~33% of the seats, that's just a plurality. So the case you mention isn't possible. If A is true, then the progress party holds more than half the total seats on the council. If they all voted no, then < 50% of the votes could have been yes, regardless of the number of parties, so the bill could not have received the majority of votes and therefore could not have passed.
