Fact : Cortex is essential for new rules and matures slowly till adolesence.
Now, lets check the options....
(A) Compares development of PFC with other children.
(B) Only , restricts the meaning , the stimulus talks about adolesence.
(C) We can safely say the " disobidence " is not the cause as we understood that the inefficiency is due to insufficient development of PFC.
(D) Maturing of PFC > Upbringing : Not discussed , out of context and irrelevant.
(E) Proportional of development is not correct as we are not sure about the proportion of development and adapting as such data is not presented.
Thus, we can safely assume the answer as (C)

Options B and D are easy to eliminate.
(E) Skill at adapting to new situations is roughly proportional to the level of development of the prefrontal cortex.
- proportionality is not talked about in the passage, so we cannot infer this option. Eliminate.
(A) Toddlers unable to sort objects by color tend to have a less developed prefrontal cortex than other children of the same age.
- This might seem OK, but there is a problem. There could be thousands of other reasons which affect toddlers when they try to sort objects by color. Since we don't know about other reasons, we cannot say that probability of under developed prefrontal cortex is more than probability of other reasons. (and this is what this option says, albeit indirectly) Eliminate.
(C) Certain kinds of behavior on the part of toddlers may not be willfully disobedient.
This is the correct option, as it can be inferred from the passage.
