(B) If Biba’s next-door neighbor has a child under the age of 6, then Barton Pool is open before noon. - CORRECT. Only if these children are there than it must be that pool opens before 12 noon.
(C) If most children who swim in Barton Pool swim in the afternoon, then the pool is generally less crowded after 5 P.M. - WRONG. Possible children older than 6 years but crowding is irrelevant to the passage. Either possibility exists.
(D) On days when Barton Pool is open, at least some children swim there in the afternoon. - WRONG. 2nd best choice. But it is not necessary that childrene are swimming. After 5 we don't know who swims.   
(E) Any child swimming in Barton Pool before 5 P.M. must be breaking Barton Pool rules. - WRONG. Between 12 noon to 5pm, YES. Between start time to 12 noon, NO(if pool starts before 12 noon). 

Three time periods possibly exists:
1. Start time - 12 noon(if pool starts before 12 noon)
2. 12 noon - 5pm
3. 5pm - closing time

­Absolutely. I felt the same way. It was the only reason I eliminated it..
It sort of implies that Biba's next door neighbour has a child under 6 when the pool is open before noon, and magically doesn't when the pool is closed..
