KAPLAN Official Explanation

(A) Main Point
The author’s conclusion can appear anywhere in the
argument.
While reading this argument, you may have been struck
by how definitive and “conclusion”-like the first
sentence sounded. Here, the author states the
conclusion right up front: the region has to find new
ways to help out its businesses. A quick look at
keywords tells us that everything else is evidence. The
second sentence begins with “after all” and the third
sentence begins with “moreover,” both of which
indicate that the author is using those pieces of info to
back up the conclusion. (A) restates the first sentence,
almost verbatim.
(B) This is an implication of the argument, but the
author’s main point has nothing to do with shoe
manufacturing specifically.
(C), (D), and (E) all simply restate pieces of evidence
in the argument. While it is true that all three of these
do appear in the argument, they are used to support
the author’s contention that the region needs to find
other means of supporting businesses. None of these
choices is the conclusion itself.
