the prompt tells us that a smaller amount (business students) is getting smaller. This means the larger amount must now be even larger in relation to the smaller amount then before.

The post above is not correct - D is not the right answer here, because the Business faculty starts out with more students, not less, than the Science faculty.
But there is no good answer to this CR question. The "OA" is A:
but of course you can draw a conclusion. You can conclude that the size of the Business Faculty did not increase, for example, or that the number of departments in the Business Faculty is now 4. So A is not correct, but none of the other answers could be correct either.
This isn't like a real GMAT CR question and is not deserving of study.
