Recently developed tourism infrastructure, including ten-story hotels and neon-lit discos, is obscuring the moonlight, disorienting the female turtles as they seek out beaches to lay their eggs. option E is quite tempting but look at the word ignoring , they are not ignoring they openly flout the restrictions so that's why E is wrong and d is the best choice
