C and E are left after first cut of elimination.

No doubt C is the correct answer.

But it is important to know why E is wrong?.

It says that "In other town flutterfish are endangered because of competition with invasive species". "invasive species" might be the reason here, but we can not assume that. There is nothing mentioned about such species. So it is out. Other town is not totally out of scope here.
