First of all if you read argument properly you would know, there is a comparision of skills. Author says if one have Skill A that means he/she also can be powerful in Skill B. And then Author said that means if any one have Skill B then he/she is powerful in Skill A.
From this reasoning we can easily eliminate options B,D & E.
Now from A & C only A comapres skill hence my answer is A.
