The question is asking by how the consultant responds to the politician's argument.

The consultant argued that "The threat of being audited makes many county governments less likely to distort their budget numbers."
That argument alone is not a way to show a data regarding the overestimated cost of maintaining the contract, but rather telling the politician that even though the cost is high, it also keeps many county government comply with the policy as much as possible. This fact is another benefit that the politician did not point out in his/her argument.

OFFICIAL EXPLANATION

After reading the whole question, we'll probably find it helpful to think about our own answer before reading the answer choices. The politician's argument sounds reasonable, but the consultant introduces a good reason to keep the contract that the politician hadn't addressed.
Looking at our answer choices, Choice (D) matches well with our evaluation. Choice (A) doesn't work because, though the consultant does oppose the politician, she doesn't say anything about higher standards. Choices (B), (C), and (E) are things the consultant doesn't do at all.

The correct answer is Choice (D).
