Basically HCP, as the name suggests is a plan to protect the habitat of engendered species. Developers can use that land provided they provide an alternate land for the engendered species. But some animals are lost anyhow.
Even then Environmentalists are happy that at least they got something in return, without the HC plan these developers would have used the Engendered species land anyway (leading to more loss) as other environmental laws to protect engendered species are rarely enforced.
On the other hand developers are also happy as they can use the land without restrictive prohibitions that some other law might have imposed.
So basically HC plan takes care of both parties.
Options:
(A)Environmentalists have NOT fully comprised with the developers in the above scenario.INCORRECT.
(B) NOT as accurate as D. This options takes ONLY developers point of view without saying anything about the Environmentalists side.INCORRECT.
(C) Exactly opposite, to what has been followed in the passage.In the passage interests of all the parties have been taken care off.INCORRECT.

With Law-1 ( say the one which is not enforced properly) ==> only the developers will benefit
Environmentalist proposed alternate law
with Law-2 ==> Developers able to develop ( no restriction ) AND Environmentalist get alternate land nearby
