This is a Weaken Question.

Statement says that: LOW House Pricing caused boom in house SALE. This Low Price was due to some insect infestation.
So some leaders are saying Gov shouldn't PREVENT future infestations. Preventing Future Infestation will bring down house pricing and subsequently it will help in selling more houses.

Let us find which option weakens Leader's suggestion

A- It strengthen the claim.
B- It says there are no home to sale. So whatever leaders are saying will not help in order to sale house if houses are not available to sale. --Weakens Leader's comment.
C- ECONOMY --Out of Scope
D--OTHER CITIES--Out of Scope

Although i got this answer correct but i wan to know about option "a". Is it a strengthener or a weakener. As per my analysis these several leader now and in past also saying that they should not try to prevent infestation. Son now when government are saying that they should try to prevent infestation this is opposite of what several leaders says. Also in past sales increase when not prevent infestation. So i think its a weakener but "B" still is a strong contender.

Please correct my reasoning if i am wrong.
