Ten years ago and then again three years ago, there were long periods when a city on the outskirts of the Safi Desert, Alkara, suffered from insect infestations. During these periods, housing prices declined. Both times, low property prices made Alkara’s housing stock a bargain in the regional market, and during these times large numbers of houses were sold. Now some leaders are saying that, in order to sell more houses, the government should try to prevent future infestations.
Which of the following, if true, provides the government with the strongest grounds to doubt that the leaders’ recommendation, if allowed, will achieve its aim?

A) Several of the leaders now recommending that the government should not try to prevent infestations made that same recommendation before each of the last two infestations.
B) After two decades of strong sales, there are currently no homes left for sale in Alkara’s housing market.
C) The economy of a region suffering from environmental distress will become healthier only if that distress is alleviated.
D) Frequent fluctuations in the Alkara housing market make other cities on the outskirts of the Safi Desert more appealing to developers.
E) Much of Alkara’s economy is based on tourism, which is severely affected by insect infestations.

Although i got this answer correct but i wan to know about option "a". Is it a strengthener or a weakener. As per my analysis these several leader now and in past also saying that they should not try to prevent infestation. Son now when government are saying that they should try to prevent infestation this is opposite of what several leaders says. Also in past sales increase when not prevent infestation. So i think its a weakener but "B" still is a strong contender.

Please correct my reasoning if i am wrong.
