Why is a the answer not d
(D) is arguably an assumption upon which the "more sensitive skins" part of the conclusion is based.

The fact that (D) uses "likely" means that (D) is not well-worded to be an assumption. It would be more clearly an assumption necessary for concluding that the artists have more sensitive skins than the artists had a decade ago if it didn't use "likely."

All the same, it is true that, to conclude that the cause of the increase is that the artists have more sensitive skins than the artists had a decade ago, the author has to assume that people with highly sensitive skins are vulnerable to the side effects of lead used in the make-up.

So, (D) is a little too close to correct for this question to work well.
