(A) The annexation of the Autonomous Republic of Crimea was also a violation of the Budapest Memorandum of 1994. We already know that the action violates some international treaties. Evidence of further action is not provided by knowledge of the same action violating another treaty since we do not know what the treaties say. Eliminate.

(B) The Russian Federation has heretofore refrained from threat, the use of force, or economic pressure to influence Ukraine or Crimea. Again, we already know that the Russian Federation has annexed Crimea. Knowledge of past restraint does not provide additional evidence of further action in the future. Eliminate.

(C) Russian Federation troops are now massing for occupation of parts of Moldova and Georgia. This provides clear evidence of the possibility of further action, and strengthens the conclusion of future threat. Correct answer.

(D) Only in Crimea have 75 percent of ethnic Russians declared their desire to return to the Russian state. This appears to justify the annexation but does not indicate anything about any future action. Eliminate.

(E) In response to the annexation, Latvia has banned a Russian language station on the basis that it is spreading propaganda. Irrelevant to the conclusion regarding future action. Eliminate.
