This is justified by the statement: "...regardless of their skills, women have disproportionately high representation in jobs traditionally paying lower wages".

(B) Regardless of sex or occupation, a person should be paid an amount sufficient to support his or her household.  There is nothing in the passage that pertains to "support his or her household". Eliminate.

(C) As men enter a field, earnings tend to rise, not only for men but also for the women in the field.  This implies that men in  all  jobs have a higher pay, which is not supported by the information in the passage.
