The words 'directly linked' are strong in that they suggest that further what may come would more likely elaborate the notion that lesser number of women in the committee is the reason for lesser funding for women rights initiative.
A. The government in Country X attempts to limit the funding given to Women's Rights initiatives by restricting the number of their representatives in the budget committees. - INCORRECT. The option attempts to establish a Causal relationship which can't be proven. Is it because of government limits that they do by not allowing more women in the committee or the other way round or because of some other reason? Without further details in the passage it is difficult to make this option a right one.
B. Women's Rights Organizations need to raise additional funding in order to secure more seats for their representatives in the committees. - INCORRECT. Again based on the similar grounds of causality this option fails to ring bells correctly.
