Was confused b/w B and D but at last choose D because it will help us eliminate the possibility of differences b/w these two zone other than Proficiency.
on the other hand even after getting the comparison in B, we will not be able to tell that proficiency is the reason and we don't know how this external utilization is related to proficiency.
