Express Route Lanes' is the name of a strategy to help urban planners design city highways more effectively. Not only does it improve traffic flow, but it also improves safety on the roads. This is a supply the assumption question.
Identify the premises of the argument. In this example, `Express route lanes' is a concept in urban planning that improves a) traffic flow and safety on highways by b) doing the work properly the first time.
Identify the conclusion. Urban planning, including the idea of `Express route lanes', must be done correctly when highways are being built in order to avoid traffic jams and accidents after completion.
What is needed in order to make this argument convincing? Proof that the urban planning strategy of `Express route lanes' will make highways safer by getting rid of traffic jams and car accidents.
Eliminate choices that do not support the conclusion. We will look for a choice that suggests a highway must be built based on the idea of `Express route lanes' in order to support the conclusion. Choices C and D neither add to, nor detract from, the conclusion. Choices A and E could be seen as weakening the conclusion since A states this concept has never been put into practice, and E states that one could alter existing highways to fit the concept. Therefore, B is the best answer because it states that traffic flow, and accidents, will be eliminated by building highways according to the principle of `Express route lanes'.

Bunuel , iam not getting as to how we were able to eliminate Option E , is it because it defies the premise that the work must be done correctly at the first time to avoid accidents and improve traffic flow ?
