The answer is clearly C, because C suggests the drivers, rather than the buses, were responsible for the accidents, and the buses may have prevented injury.

That said, I don't understand why the question is phrased as it is. We're asked why buying these buses is "solid business sense". I'm not sure what that phrase even means, precisely, but answer C does not establish why buying these buses represents "solid business sense", in that C does not connect the purchase to profit. It seems to me answer C here is the right answer to a question different from the one actually asked (rather, it is the right answer to what the question meant to ask).
