If you read the passage properly you may find that the two sentences don't connect well as there is no connector word/s(for a logical flow in the passage). The two are presented as is without giving any further relation/s in between them, which is odd to read. However, one thing is clear that two ideas are present that are opposite in nature.
A. It is necessary that our pivotal work of art be preserved. This might not go well with taxpayers, or even all critics. Nevertheless, our country needs to take up all the expenses which is needed to keep the work under proper condition. - WRONG. 'Nevertheless' is the word that gives a logical flow to the option, thus a conclusion. Hence, even though ew have opposing ideas, the sentence makes sense because of the presence of that word.
