I chose D (The cost of heating homes in the region will be reduced as waste steam from a nearby refinery is piped into residential areas.)

It mentions reducing cost as opposed to waste, which is not a mentioned aspect of a circular ecological system. But more importantly, in the system outlined a particular company's waste products are able to be used as the raw materials for another company. There is no mention of this steam (or water) being reused, whereas in E there is clear reuse of waste products.
