Conclusion: We need to find the answer choice that is not possible, something that could not be true based on the evidence. This means the four wrong answers will be possible based on the evidence.
Evidence: 13% of Arbicans moved from urban to suburban areas in 1980, and this percentage fell steadily until it was down to 3% in 1990.
We are not given any information about the number or percentage of Arbicans moving from suburban to urban areas, so (A) definitely could be true. That the population increased, along with the number moving, (B), is also possible. The population and the number moving decreasing (C), is fine. And if the population is increasing while the number moving stays the same (E), the percentage would have to dip as we were told.
Answer choice (D) however, clearly contradicts the given information, since we know the percentage of Arbicans moving from urban to suburban areas has decreased, and if the population has also decreased, then the number of Arbicans moving from urban to suburban areas must also have decreased. So (D) is the correct answer.
