I think E doesnt impact the conclusion much. Lets say the days have changed = then if they have increased from say 10 to 12, then this will be good. But what if the no. has decreased to say 8, then the fee wont be able to cover the fund not received.
I think C is good, because if somehow they know that these are the delays that are going to happen, then only he can say that the increased fee will def.cover the lost fund, because if he doesnt know how many delays there will be, he wont for sure can say that these late fee increase will cover the lost fund. IMO C
